Rob Troutt is a nationally recognized authority in boiler, pressure vessel, and code compliance matters with more than 40 years of experience in operations, inspection, regulatory oversight, accident investigation, and industry leadership.
Prior to founding RTTX Consulting, Rob served as the Chief Boiler Inspector for the State of Texas, where he directed statewide boiler safety programs, supervised regulatory enforcement activities, and oversaw compliance for more than 53,000 registered boilers. He also served as Chairman of the Board of Trustees for the National Board of Boiler and Pressure Vessel Inspectors and has held leadership positions within ASME, the National Board Inspection Code, and numerous national code-development committees.
Throughout his career, Rob has led thousands of ASME and National Board Joint Reviews, conducted more than 30 accident investigations, provided expert witness testimony, and assisted manufacturers, inspection agencies, attorneys, insurance companies, and facility owners with complex technical and compliance matters.
Today, Rob provides expert witness services, technical investigations, code compliance consulting, quality system assessments, and industry training through RTTX Consulting.
When not working with clients, Rob is an avid fisherman and inventor. He is the creator of the patented Hook Mate™ treble hook protector, a product developed to improve fishing safety and tackle protection while allowing lures to remain attached to a rod hook keeper.

Patented Treble Hook Protector
Hook Mate™ is a patented treble hook protector designed to improve safety, protect hook points, and simplify lure storage. Unlike traditional hook covers, Hook Mate™ can be installed on lures attached to a rod hook keeper and on treble hooks equipped with feathers or other trailing materials.
The patented design fully encloses hook points while helping prevent accidental snags, injuries, and damage to tackle and equipment.
